Why do Government (Canadian) websites have such terrible run-on-sentences? The U.S. websites don't.?

An example of a terrible run on sentence within one Canadian Government website, can anybody make anything out of this? "Pursuant to Section 22.1, Part V of Schedule VI to the Act, a supply of a telecommunication service is only zero-rated if the supply is made by a registrant who carries on the business of supplying telecommunication services to a non-resident who is also in the business of supplying such services and who is not a GST/HST registrant and if the telecommunication is not emitted and received in Canada." Why. Why do they do this? Of course I can make sense out of it, it would make it easier if they divided things a little bit. They don't do it on government websites in the United States, or any other counrties. If you go to Australia's government website it is very straight forward and simple. It's frustrating when you have to read through a garbage website.
