Is there anything that will remove ingrained mould from an older style empty cement pool?

We have a 15yr old pool with ingrained mould on the steps that won't come off with regular bleach etc. All pool shops reccomend is having the entire pool resurfaced. Before we go into this expense was just wondering if anyone knows of any other product that may work. The pool is empty atm. Thanks.
